Borrowing Materials


  • An LACCD student identification (ID) card with current semester sticker or validation attached to the back of the card, or current registration receipt, is required for borrowing library materials.
  • Note: A current online receipt printed from the LACCD student information system ALONG WITH another form of photo identification (such as a Passport or Driver's License) is also acceptable.


  • All ELAC faculty (including adjuncts) must fill out a library card form in order to borrow materials and place materials on Reserve.
  • Bring your employee identification card (ID) to the Circulation Desk.
  • Staff will ask you to fill out a form, and will attach an ELAC library barcode number to the back of your ID card.

Agreement with California State University, Los Angeles

The Helen Miller Bailey Library has a reciprocal agreement with California State University, Los Angeles in which ELAC students and faculty may use and check out library materials by showing a current ELAC ID card, or a current registration fee receipt.

There are no renewals for books. If you want to check the same item(s) out again, it must be returned and remain in the library for 24 hours before it can be borrowed again.

Students can renew allowable items in person at the circulation desk, online, or over the phone.



  • Materials may be checked out up to 15 minutes prior to closing time.

  • Violation of the "Library Use Only" policy is subject to suspension of library privileges, and/or a criminal investigation

Lost Books Policy and Procedures

A book is considered lost when it is listed in the database as "Checked Out/AsmLost".  An item becomes an assumed lost item when it's overdue between 29-35 days.  A hold is placed on the student's record. The student can have the hold lifted in one of the following ways:

  1. Paying a processing fee of $10.00 plus the current cost of replacing the book. The price can usually be ascertained by checking If the title cannot be found, it is probably out of print. Ask to see the Collection Development Librarian to determine the price to be set.
  2. Buying a replacement copy, the edition to be specified by either the Collection Development Librarian or any other librarian. The processing fee and outstanding fine must still be paid.


Damaged Materials Policy and Procedures

  • Generally, the library does not check out damaged materials.

  • However, when checking out any material, it is the responsibility of the borrower to inspect the item and to alert the library staff to any damage prior to taking the material out of the library.
  • For any library material that is returned damaged, a replacement fee is charged equal to the current cost of the item plus a processing fee.
  • The Collection Development Librarian determines the actual cost of the damaged item.

Holds Policy and Procedures



Placing Holds  

  • ELAC students, staff, and faculty can place a hold on any LACCD libraries' regular circulating books. 
  • A limit on up to three (3) items can be placed on hold.
  • If an item is eligible to be placed on hold, a "Place Hold" link next to the item will be displayed.
  • You will be notified by email once your requested item is available for pickup.
  • The default expiration period for holds is set to 60 days. 
  • Holds are filled in the order they are placed.
  • A held item will be sent back to the owning library if it's not picked up within 7 days.

Intra-Library Loan (ILL)



Intra-Library Loan (ILL) with LACCD Libraries (or Holds)

Intra-Library loan, or ILL, borrows books that the ELAC Libraries do not own or carry in print, but are available at another LACCD library. (Please note that our district does not participate in Interlibrary Loan, which borrows books from Libraries outside of our district.)

  • Intra-Library Loan is available to all LACCD students, faculty, and staff. 
  • Patrons will receive an email notification when the item is available for check out.
  • Materials are available for pick up at the circulation desk. 
  • Materials not picked up within seven (7) days will be returned.  
  • LACCD students can borrow up to three (3) regular circulating books from any library in the LACCD.
  • Students can borrow books for up to 28 days (No renewals allowed).
  • Only general collection (STACKS) books can be requested.

Lost or Damaged Fees

  • You will be responsible or liable for any lost or damaged materials. 
  • Please return materials on time, directly to the circulation desk, to avoid holds on your record. Failure to return material may result in suspension of library privileges. 
  • Bills for lost items and processing fee will be charged and paid at the ELAC libraries through the Fiscal Office.
